CUIT and Clave Fiscal for British Residents in Argentina
A procedural guide for British residents who need a CUIT or clave fiscal for work, invoicing, tax registration or other ARCA services in Argentina.

Choose the identification number from the activity you will carry out: CUIL for employment, CUIT for independent taxable activity, and CDI only while you have neither.
A British citizen in Argentina may need a CUIL, CUIT, CDI or clave fiscal, depending on the activity involved, not the length of stay. An employee generally uses a CUIL. A person beginning independent taxable activity, such as freelancing and invoicing, needs a CUIT and the relevant tax registration. A CDI has a narrower identification role and is available only while the person has neither a CUIT nor a CUIL.
The clave fiscal provides access to ARCA services and may be associated with a CUIT, CUIL or CDI, so the CUIT is not the sole username. Security level and access method determine which procedures are available.
CUIT, CUIL and CDI
The three numbers have distinct purposes:
- CUIL, or Código Único de Identificación Laboral, is used within the employment and social-security system. For a foreign employee, the usual sequence begins with immigration documentation, followed by a provisional CUIL.
- CUIT, or Clave Única de Identificación Tributaria, identifies people and entities carrying out taxable or other registrable activity before ARCA. Independent workers generally need one before registering for monotributo or another applicable tax regime.
- CDI, or Clave de Identificación, serves limited identification needs for someone with neither a CUIT nor a CUIL. It does not register the holder for tax or social-security obligations.
Eligibility for a tax regime is separate from obtaining an identification number. A CUIT does not establish that monotributo is appropriate, and domestic registration rules should be assessed separately from UK-Argentina treaty questions. Anyone with cross-border income, company interests or uncertain residence status should obtain individual advice from an Argentine tax professional.
Employees: Migraciones Before a Provisional CUIL
A British national entering Argentine employment should first complete the applicable Migraciones step. ANSES can then issue a provisional CUIL using the foreign documentation accepted for the person's immigration status. Take the document combination listed by ANSES rather than assuming a passport and local address will suffice. After an Argentine DNI is issued, ask ANSES about consolidating or updating the record to avoid duplicate numbers. The CUIL and CDI guide covers this employment-focused route in more detail.
An employee who later starts freelance or business activity may also need ARCA tax registration. A CUIL does not remove that requirement. ARCA assigns the appropriate CUIT record for taxable activity rather than requiring a CDI.
CUIT With an Argentine DNI
Residents with an Argentine DNI follow ARCA's online registration process. ARCA states that this route requires a clave fiscal at level 3 or higher. The process includes identity confirmation and the required personal, address and contact information.
Before starting, check that the DNI information is current and that you can access Domicilio Fiscal Electrónico. ARCA may limit a CUIT when it detects inconsistencies and sends notice through that electronic tax address. Review the notice and remedy the stated inconsistency through ARCA's specified channel. Routine passport expiry does not automatically block a CUIT.

CUIT for a Resident Without an Argentine DNI
A resident foreign national without an Argentine DNI can use ARCA's current digital procedure through Presentaciones Digitales. The ARCA instructions for foreign residents without a DNI require:
- Form F.460/F-PD for the Presentaciones Digitales route;
- a passport or identity document from the country of origin;
- current proof issued by Migraciones showing the person's residence status;
- a photograph of the applicant's face; and
- proof of address when the declared fiscal address differs from the real address.
Follow the form and upload specifications in the live procedure. An ARCA office is the fallback if the digital route cannot be completed or ARCA directs the applicant to attend. Not every applicant without a DNI must apply in person.
Document acceptance establishes the registration process, not whether a tax category is suitable. Keep copies of the submission and responses delivered through ARCA's electronic channels.
Getting a Clave Fiscal
ARCA offers several acquisition routes. The appropriate one depends on existing credentials, Argentine documentation and the security level required by the intended service.
Level 2 through homebanking
The homebanking route is available only where the applicant:
- has a CUIT, CUIL or CDI;
- supplies the requested data from the newer Argentine DNI;
- passes identity verification;
- uses a participating bank's ARCA services; and
- does not already have a clave fiscal.
This creates level-2 access authenticated through homebanking, not level-3 registration. Individual ARCA services can impose their own minimum level, so check the service before relying on level 2.
Level 3
Level 3 can be obtained through the ARCA Móvil app using the supported Argentine DNI and facial identity checks, or through an in-person procedure where applicable. ARCA's clave fiscal instructions list the available channels and documentation.
Foreign residents unable to complete app verification should follow current in-person instructions and take ARCA's specified identity and immigration documents. A level-3 clave is also required for a DNI holder completing online CUIT registration.
Level 4
Level 4 is an elevation from an active level-3 clave and requires an Argentine DNI. ARCA's Token procedure allows activation using an ATM, debit card and PIN, or through an appointment, depending on the stated route.
The official concrete use highlighted for level 4 is customs operations. Do not assume property purchases, company registration or refunds universally require this level. Verify the specific ARCA service requirement.
Password Changes and Recovery
After 365 days, ARCA requests modification of the clave fiscal password. This is a password change, not renewal of the underlying identification number. ARCA also states that the clave is not blocked merely because it has gone unused.
If access is lost, the official recovery service lists several channels:
- homebanking, resulting in level 2;
- the ARCA Móvil app, resulting in level 3 where identity checks can be completed;
- the ATM and Token activation process, elevating an active level-3 clave to level 4; and
- in-person Token activation with an appointment, DNI, a copy of the DNI and the mobile device, providing the second factor for level 4.
Choose carefully because recovery through a lower-level method can leave you without the level required for a pending procedure.
CDI: Limited Eligibility and Documents
A CDI can be requested only by someone with neither a CUIT nor a CUIL. It may be requested for a limited economic or registrable act but does not replace the CUIT required for taxable activity. Bank acceptance, account eligibility and compliance checks remain subject to each institution's rules, so a CDI does not guarantee account opening. Under the official CDI procedure, the applicant submits Form F.663, new model, marked “Solicitud”, in original and copy. A foreign resident presents an Argentine DNI or, without one, a foreign identity card or a Migraciones certificate or receipt showing the assigned case number and residence character. A non-resident presents a passport; a non-resident from a neighbouring country may use that country's identity card. Someone who has not entered Argentina may provide a passport copy or, without a passport, a copy of the origin-country identity document. Filing occurs at the ARCA office corresponding to the applicant's real address, with originals and copies of the applicable documents.
If the person already has a CUIL, the CDI route is unavailable. If independent taxable activity begins, the person should complete CUIT and tax registration rather than continue using a CDI.
Mi Argentina Is a Separate Account
Mi Argentina has its own activation process. According to the official app page, registration requires a personal email address and CUIL, followed by the platform's identity activation steps. Linking ARCA credentials does not activate it.
Mi Argentina can display participating government documents and services, while ARCA's clave fiscal controls access to ARCA procedures. Keep separate recovery details for each service.
A Practical Sequence
For an employee:
- Complete the applicable Migraciones process.
- Use ANSES's current foreign-document list to request a provisional CUIL.
- Update or consolidate the ANSES record after receiving the Argentine DNI where required.
- Obtain a clave fiscal only when an ARCA procedure calls for one.
For independent taxable activity:
- Establish the immigration and identity documents available for the applicable CUIT route.
- If you have an Argentine DNI, obtain level-3 clave fiscal access and use online CUIT registration.
- If you are a resident without an Argentine DNI, submit the no-DNI CUIT request through Presentaciones Digitales.
- Register for the tax regime applicable to the actual activity.
- Maintain Domicilio Fiscal Electrónico and respond to ARCA notices.
